Zoekt event workers should validate the scope of what they are working on.

As an example: if we have a zoekt event worker that is expecting to work on orphaned data, we want to make sure that it uses the scope orphaned before doing any processing.

It would be great if we had safeguards in place that would ensure zoekt event workers follow this pattern. Perhaps either a base class or a rspec test could be implemented.
