Integrate issues api to workflow

Related to #478762 (closed), &15584 (closed)

This issue tracks work to add tooling so the WF can interface with issues. We want to create abilities for the Workflow to READ, UPDATE, and CREATE issues. We will need to open up the ai_workflow scope in the issues api as a prerequisite for this work.
