Order cadences alphabetically in iteration lists

Summary

The order of cadences is not currently clear, making it harder for users to predictably scan the list. Instead, cadences should be ordered by name to provide a consistent ordering.

This affects: issue sidebar, work items sidebar, board list creation, filters

Acceptance criteria

• Cadence groups are ordered alphanumerically [0-9][Aa-Zz]
• Ordering is case insensitive
• Iteration listing is not changed
