Option to schedule hourly pipeline for security testing CI/CD-only projects

Not all projects are changed frequently, but security scanning should be run regularly. We should provide an easy option for this when creating CI/CD only projects for security scanning.

Proposal

• Add an option when creating a CI/CD-only project to Run pipeline hourly on default branch which if checked would automatically create a scheduled pipeline.
