Remove CI-editor-assistant tool from Duo Chat as it is unlikely to add value

Given this discussion, we agreed that the CiEditorAssistant in its current form, likely does not add value and potentially even harms the quality of chat answers.

Proposal

• Check if chat still answers these questions when this tool is removed
• If so, remove the tool from Duo Chat
• If not, let's discuss the next steps

Feature Usage Metrics

• Ideally, also check how often the tool has been used in the past. Dashboard url is being discussed here. The dashboard is here (look for "selected tool").
