Review AccessDataReader spec

I think we should review what this spec tests. It currently verifies that specific cut-off dates are set for each UP, but UPs are owned by stage groups not us. We only own the interface to control these dates.

We should rewrite this spec to only test the general mechanism by which cut off dates are surfaced in Ruby APIs, not which specific values they carry.
