Can not add a project to the list of allowed job tokens

We have a project named rhdjapan/code/foo and rhdjapan/code/bar. I need to allow the project rhdjapan/code/foo to access package repository of the project rhdjapan/code/bar. When I go to Settings -> CI/CD -> Job token permissions and click on Add group or project, I can't add rhdjapan/code/foo to the list. This project is NOT in the list. When I paste its full path - it doesn't appear and I can't select anything to add to the list. The suggestions in the dropdown list are ALL NONSENSE - they're all outside of our company. None of our projects are in the list. So I had to switch to the unlimited access. How to fix this issue?
