Disable admin_product_analytics_settings feature flag by default

Overview

• Since Category:Product Analytics has been de-prioritised, we should place the admin settings (which enabled the features application-wide) back behind a default-off feature flag.

Implementation plan

• Update feature flag definition to set it to be default-off. This will stop new self-managed installations from enabling Product Analytics.
