[FE] Make license sort option available on Project Dependency list

[FE] Make license sort option available on Project Dependency list. We have the Licenses sort option implemented on the backend and calling the /dependencies endpoint on projects with Licenses sort option works without any other change. We just need to make visible the dropdown option.
