Allow user to change Default Filters for Vulnerability Report

Proposal

To enhance developer experience, this customer (internal link) would like to change the default filter on the vulnerability reports from (status = Needs triage, Confirmed / Activity = Still detected) to (status = Confirmed / Activity = Still Detected).

This feature proposal is to grant users the ability to change the default filters that get applied when viewing their Vulnerability Report.
