Custom Permission focused on “Reading Terraform State”

Proposed Permission

I have a large Ultimate, SaaS customer looking for a way to change permission levels to ensure only those with the Maintainer and above permissions can read or manage the Terraform state. They want to use the GitLab backend; however, they tend to have secrets stored in the state file that not everyone should have access to."
