Metrics based SLI/SLO Dashboard for Duo Chat

Problem

We currently rely on Log based dashboard like https://log.gprd.gitlab.net/app/r/s/ngzVp. However, this doesn't give us SLI/SLO and Alerts when it's breaching.

Proposal

We collect metrics in Prometheus and build a Grafana dashboard.
