Audit admin read access to projects where the account is not a member

Description

I noticed that as an Admin, I'm able to view project to which I have no direct access rights, but the access is not logged in the Audit Log. This is a problem for my company, because much of what we store is controlled under strict non-disclosure agreements and other access policy. I propose adding audit events for this type of access.

Proposal

• Audit admin read events on projects to which the account would not normally have access.
