Update dependency grape to '~> 2.3.0'

Renovate Bot requests that we update Grape GEM from 2.0.0 to 2.2.0. The MR's pipeline for the auto-generated !156438 (closed) MR has many failed specs, which indicates the upgrade isn't straightforward and it will require dedicated time to be invested to complete the work.
