No loading state on work item notes pagination

Problem

The loading state appears on initial load (though sometimes disappears early, unsure how to reproduce), but does not appear for subsequent page loads. This makes it impossible to tell when more content is loading.

Marking as severity3 as the outcome can be frustrating when the comment box is pushed unexpectedly due to blocks of content loading in (this is always possible, but expected when loading indicator present)
