Spike: Evaluate impact on approval rules created through security policies

Why are we doing this work

In the scope of this spike, we want to evaluate the impact and potentially create issues/MRs that impacts the logic of creating approval rules from security policies after Rearchitecting Approval Rules (gitlab-org#12955) is refined and ready for implementation.
