Specify confidentiality of discussion in email updates

Proposal
To reduce the cognitive load that comes from fear arising when someone makes an internal-only comment on an issue via email but from the email you're not able to quickly deduce if the comment was made in a way that exposes it to the public, GitLab ought to improve the description of how a comment was shared within a discussion.
Currently, there are three different types of conversations:
- Public comments on an issue
- Internal notes on an issue
- Comments on a confidential issue (which implies the comments are also confidential)
Additionally, issues could be within a private or internal project.
Ideas:
This would be when the discussion is on a thread marked as internal only.
This would be when the issue is marked as confidential.
