Show MRs that fail to merge in `returned to you`

Problem to Solve

Sometimes you hit merge on an MR and then it fails to merge for whatever reason - maybe a check comes back or maybe the pipeline has failed completely.

Proposal

It would be good to re-surface these MRs in the returned to you section so that users can take action on them
