Direct Transfers Should Only Email Triggerer instead of Group Owners

Proposal

Currently, when direct transfers finish, all Group Owners receive an email. The links provided in the email are then is unusable by anyone outside of the initiator of the Direct Transfer, returning 404s.

Only send an email to the triggerer of the Direct Transfer.
