Align milestones in list when non-editable

Opportunity

When viewing a group milestone list it's possible to have a mix of milestones that are editable and non-editable. Currently editable milestones have a button while non-editable milestones do not, creating a ragged alignment

Proposal

If milestone is not editable, account for the same space utilized by the button to align with editable items.
