Add VR badge for supported CWEs on the vulnerability report page

Building on the discussion in Proposal: Alternative approach for filtering wh... (#481558 - closed), this issue outlines the work to be done for the MVC to add the VR badge to the vulnerability report for supported CWEs. This scope is badge only. The filtering will be added later.
