regenerate ci_jwt_signing_key when lost/removed

Proposal

As described in typebug #325965 (closed) encrypted_ci_jwt_signing_key is not generated or re-generated if lost, removed, or if it was never created in the first place.

We have a documented procedure for repopulating this key, proposal is to ensure it's created automatically.

A customer (internal support ticket link for GitLab team members) who didn't have this key in a new installation found no projects had ci_job_JWT, and there was no indication why not.
