Proposal

Allow running components as manual jobs in the CI pipeline i.e., allow the manual value for rules in the include:component part of CI specification

Problem to solve

We are deploying service into multiple Google Cloud projects. Deployment to one project is done automatically, the other ones are deployed manually later.

We want to use the deploy-cloud-run component, but the include rules do not allow to use the when:manual, preventing use of components.
