MR failed widget - improve UX

Summary

As the MR failed jobs widget didn't properly go through the design phase, we want to spend some time improving the UX on this feature.

This is a good candidate for PA UX papercuts

Definition of Done

Users can navigate failed jobs with ease and the design matches that of other GitLab features
