Follow-up from "Add loading row to pipelines table" - actions column

The following discussion from !163551 (merged) should be addressed:

I need to think more about the Actions column - it looks a bit weird to show nothing, especially in the mobile view. We could do it in a follow-up interaction. WDYT?
