Requesting changes and then being unable to approve later requires bypass

Problem to Solve

If you request changes on a merge request, and then subsequently also make a commit to that merge request you may be unable to clear the request for changes. This is because of the setting to prevent approvals by users who add commits.

The status can be bypassed, which can get the merge request moving again, but it makes it seems somewhat more nefarious than it needs to be.
