Support Code Intelligence via CI/CD Component

Problem to Solve

Setting up and configuring Code Intelligence in GitLab requires setting up a CI/CD Job and potentially some custom scripting to make it work for your language. This makes it hard to configure and to support across a variety of languages and configurations.

Proposal

We should introduce a CI/CD Component for Code Intelligence that users can include in their projects for easy setup. Allowing the component to support the latest SCIP based indexers also helps to improve future compatibility.
