Show in-app banner for compute quota for group owners only

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Proposal

When the compute quota is exceeded, all users see the in-app banner on GitLab.com. This could be noise for some users.

Allow group owners to disable this banner for all users except group owners.
