Expose notification button in sticky header when notifications_todos_buttons is enabled

Currently the default header with notifications_todos_buttons shows the notification button exposed in the header, rather than in the actions menu. To make the feature flag experience complete, we should also show the same button in the sticky header in place of the action menu toggle.
