Metric - usage of scan execution policy

After working on the issue Metric - Adoption/usage of pipeline execution policy we realized that should useful to have the same metrics for the Scan Execution Policies.

We should add the following metrics for the scan execution policies are:

• Distinct projects enforcing scan execution policies weekly/monthly
• Total count of scan execution policies jobs weekly/monthly
