Allow zoekt to be used for project search if the repository is indexed

Problem

Right now we have an all or nothing approach with zoekt namespaces. Zoekt cannot be used until all repositories are indexed for a namespace.

Proposal

Let's allow project-level searches with zoekt if its repository has been indexed. A namespace can have zoekt enabled, but maybe group searches don't use zoekt until the namespace is ready.
