Redirect users to `/epics` URL when an epic is accessed via `/work_items` URL

Summary

With Epic Work Items enabled, all epics are essentially work items, and hence, they can also be accessed using their /work_items URL, this is inconsistent especially when Group epics are available under /epics path so we need to set up a redirection, at least until we have a long term URL convention in place for Work Items.
