Navigate to Custom Fields configuration view in settings

Acceptance Criteria

• As a Maintainer+, I can navigate to Settings > Issues within a root namespace

• When viewing Settings > Issues, I can see Custom Fields as a section.

  Note: If it's simpler from an implementation standpoint, work item systems can be visible in all namespaces from the beginning, as we will cascade the settings down to all namespaces within a root group hierarchy.
