Toggle comments in .tf files using IDE

Problem to solve

Customers who upgrade to GitLab Enterprise Edition cannot access the legacy IDE. Some teams works heavily with .tf files but the toggle comment shortcut does not work in the new IDE. They are able to comment out seemingly any other file type, but .tf just doesn’t do anything.

Proposal

Allow toggle comment short for .tf files in new IDE
