Resolve doesn't work on legacy threads

Summary

Resolve threads is a new feature available on Epics (in the new work items experience). This is working fine for threads created after the feature was released. However, for legacy threads, the feature is not complete and does not work.

• The option to resolve a thread is not available in the reply comment
• When selecting the circle icon to resolve a thread from the first comment, it returns the below error.

Other inconsistencies

• On the Epic Work Item view:
  • The legacy epic thread does have the resolve thread tick ✅, but not the Resolve thread button
  • Clicking the ✅ on the thread created from epic work item view works, but not on the thread created from the legacy epic
• On the legacy Epic view:
  • The legacy epic thread does NOT have the resolve thread tick ✅, neither the Resolve thread button
  • Clicking the ✅ on the thread created from epic work item view does not work.
