Allow External Classification Policy Authorisation to be configured without a service URL
In some controlled environments it is important to mark the classification of each project but not necessary to call an external service for access to every project. In these instances there should be a way to avoid calls to the external service while still being able to add a classification to projects.
Proposal
Allow 'External Classification Policy Authorisation' to be configured without setting the service URL, which will allow classifications to be configured for projects.
This will cause the external service check to be bypassed and disable access logging https://gitlab.com/gitlab-org/gitlab-ee/issues/4785 but will enable cross-project pages.
