Allow shortening of GitLab generated service desk email address

Proposal

The current Service Desk email address to forward emails to is very long and unintuitive to end users. This causes friction when users need to file a ticket with Service Desk.

Allowing admins to reduce this email was requested by a customer for that reason.

We have the custom email feature for Service Desk, but it is currently in Beta, so customer's cannot trust this feature will function the same in the future if it is ever moved to GA.
