Refresh Atlassian OAuth token

Problem to solve

In order to support individual user credentials for the Jira integration we need a mechanism to refresh the OAuth tokens, otherwise requests will result in an "Unauthorized" error.

Proposal

Extend the existing OAuth integration with a way to refresh existing tokens
