Create "Manage policies" page

Problem to solve

The security policies documentation on managing policies consists of separate, disconnected topics. This makes it difficult for anyone new to the topic to find out how to complete fundamental tasks of policy management.

In parallel with this MR, another MR is required to add the new page to the docs site's left navigation.

Proposal

  1. Create a new page - "Manage policies".
  2. Move the following topics to the new page so that they're in the following order:
    • Policy management
    • Link to a security policy project
      • Viewing the linked security policy project (Child topic of "Link to a security policy project")
    • Policy editor
    • Managing projects in bulk by using a script

Note: It's likely that these topics's headings are linked from elsewhere. Updates to those links are within scope for this issue.

Except for adjusting the heading depths of these topics, their content should be moved (cut and pasted) just as it is. Their content and structure is to be improved in a separate issue.
