Improve organization of "separation of duties" documentation

Proposal

• Format the teams in bullet point format. The visual separation will reinforce the text, which states that the teams' responsibilities are separate.

• Combine the "role" sentences into a single paragraph, located above the permissions table. Bullet points format is suggested but not required. For example:

  To enforce a security policy project on a group, subgroup, or project, you must have either:

  • The Owner role at the same hierarchy level.
  • A custom role with the manage_security_policy_link permission. For more information, see Custom roles.

• Add a brief introduction to the permissions table.

Anyone.
