Prohibit Private Profiles within Premium Subscription SaaS

Proposal

Allow the Enterprise to prohibit users from making their profiles private within the enterprise when using SaaS Premium.

As a Manager, I need to be able to prohibit users within our paid Group/Org/Subscription from being able to set their profiles to Private so that we can maintain the desired transparency across the company, beyond having a policy that we then need to enforce manually.

Success looks like - no user within our paid org is able to change their profile to private. We are able to look at any user in the org and see all their activity as a result, just as we can when the profile has not been set to private.

This ability appears to exist in the self managed solution.
