Migrate group settings to Vue

Proposal

To improve UX consistency and reduce technical debit we should migrate the Group settings page to Vue.

This should cover the following sections:

  • Group naming, description, visibility
  • Badges
  • Group path change
  • Group transfer
  • Group deletion
  • Group restore
