Date missing from pipeline output when status is blocked

Summary

When a pipeline runs and is blocked, it's output in the pipelines page fails to show the date timestamp. It only shows the duration.

Steps to reproduce

1. Create a pipeline that results in the blocked state.
2. Run the pipeline
3. Review the pipeline information in the repositories pipelines summary page.

Review the repositories pipelines output and observe that the blocked pipeline doesn't show when it was run.

What is the current bug behavior?

The blocked pipeline does not show the date when the pipeline was run.

What is the expected correct behavior?

The date should be shown for blocked pipelines
