Handle clusterwide table synchronization

This is a catch all issue to capture the need to synchronize clusterwide tables. There is some mention of this in the Cell 1.0 Blueprint.

Action items

  • Figure out what replication is needed for each gitlab_main_clusterwide table in Cells 1.0, if any.
  • Open new issues for each case.
