Follow-up from "Document GitLab Duo for JetBrains IDEs custom certificate usage"

The following discussion from !161807 (merged) should be addressed:

• @bohdanpk Should we mention (in doc/editor_extensions/jetbrains_ide/index.md) that this issue might occur because of use of proxy software. And should we mention that system administrator should ideally ensure that user's machine has correct certificates installed for their proxies?

• This conversation between Bohdan, Erran, and @jgdoyon1:

  • Jean-Gabriel: Should we just say that custom certificate will work out of the box?
  • Bohdan: I think it is for the case user is on linux or LSP fails to read certs from the system store
  • @erran: I wouldn't mind this if we document what the JetBrains plugin will try to do. For VS Code this is done in a separate docs/user/ssl.md document.
  • Jean-Gabriel: Oh so these are the steps to trigger the prompt for a user to add a custom certificate?
  • Erran: Yea, that could be more made more clear.
