We are not creating the system note in a work item (mentioned) as we do with legacy issues when the work item is mentioned in a commit, using a full URL reference.

Exactly, @donaldcook. Only URLs are not picked up by the reference parser. The short reference format

does work as it's the same for issues which already worked.Sorry I didn't before, but I have updated the description
