Allow A Component To Be Configured With "Minimum Licensed Tier"

Proposal

I have component ideas that are valuable enough that I would like to tether them to a minimum required license level.

Since the code is easy to observe, it would put good pressure on the component creator to create and keep the best integration of any component doing that activity.

If third parties build components that tap into tiered features to create their magic - it would be made clear and errors could clearly identify why the component does not work for a lower tier.

It would also clearly indicate when projects or pipeline execution moves from a licensed to non-licensed context (like when projects are forked).
