Adjust group level work item abilities to account for license

Group level issue/work item abilities should account for group level license, that license is equivalent with epics license for now, but that is to be adjusted once epics are fully migrated to work items.

As this change impacts so many specs, it should be introduced behind a feature flag enforce_check_group_level_work_items_license and broken down into separate MRs.
