API to allow anyone to pull from package registry

Proposal

GitLab Ultimate US Government customer is wanting the ability to toggle the "Allow anyone to pull from Package Registry" setting on the project level by the use of the GitLab API.

At the moment we only have the ability to enable / disable this setting on an instance wide level when using the API.
