Investigation: Runway for Tanukey deployment (GitLab.com)

Per discussion with Marin, we will look at using Runway to deploy OpenBao with GitLab.

As our first step, we will attempt to use Runway to deploy OpenBao for GitLab.com. Any gaps/additional features required for Runway to be successful should be documented in this issue for later discussion with the appropriate product team.

Our goal is to have this investigation complete as early as possible in FY25Q3 so we can work to prioritize specific needs for FY25Q4.
